Provides access to Liquibase instances. The interface was introduced for two reasons:
to decouple the org.openmrs.liquibase.ChangeLogDetective class from the org.openmrs.util.DatabaseUpdater class
to support integration testing of the org.openmrs.liquibase.ChangeLogDetective class with the H2 database.
